Privacy Policy
Last updated: October 19, 2026
This policy explains how DAR-LTCMS at darltcms.me handles information when you register, sign in, or use its land transfer clearance and monitoring services for the DAR Negros Oriental Provincial Office.
Information the system handles
- Account information: your name, username, email (required for new manual registrations), a securely hashed password, account status, and registration review details.
- Google sign-in: your Google account identifier, name, email address, and email verification status. Google may include a profile picture in its sign-in response; the current registration flow does not save that picture to your profile.
- Service records: linked landowner and contact details, landholdings, parcels and maps, application documents, review history, and clearance results, as entered by authorized personnel. A profile photo may be stored if you upload one.
- Security and activity information: sign-in times, account actions, IP address, browser information, and audit records used to investigate changes and protect the service.
Registration ID and selfie submissions
New landowner registrations collect your selected ID type, an ID image, an optional back image, and a selfie, along with the personal and contact details you provide. You may capture a selfie with your device camera or upload one. Camera access is requested only when you open the selfie camera; microphone access is not requested.
Identity images are stored privately for authorized DAR staff to review alongside your registration details. They are not sent to an external identity-verification provider. Staff review the submissions manually; the system does not perform automated facial matching, liveness detection, or document-authenticity verification.
Identity evidence is retained with the account for registration review and support. Active copies are removed when the account is deleted; backup copies may remain until the applicable backup retention period expires. Official landowner records and audit history are preserved separately.
How Google information is used
Continuing with Google lets the system verify your sign-in and create or recognize your DAR-LTCMS account. The sign-in response is checked on the server. The system stores your Google identifier, name, email, and verification status with your account. It does not receive your Google password or request access to your Gmail messages, Google Drive files, contacts, or calendar.
Google information is used for account access, registration review, account support, and security, not advertising or sale. Signing in with Google does not prove land ownership or automatically grant access to land records. Authorized staff must verify and link your account first.
Why information is used
Information supports identity and account review, authorized access to linked records, clearance monitoring, necessary account communications, recovery, and security auditing. Registration requests your consent to use account details for registration and identity review. Official application and land records may also need to be processed or retained under applicable legal and public-service obligations; withdrawing registration consent does not automatically erase those records.
Access, sharing, and service providers
Access is limited by account role and record links. DAR staff and authorized technical administrators may access information needed for their duties. Landowners can access only records made available through their approved account links. Hosting, storage, and configured email providers process information needed to run the service. Google processes sign-in information under its own Privacy Policy.
Personal information is not offered for sale or used for targeted advertising. Information may be disclosed where required by law or necessary to investigate unauthorized access, subject to applicable safeguards.
Cookies and external resources
The site uses session and security cookies to keep you signed in and protect forms. Choosing Remember me can keep a sign-in cookie on your device. Google sign-in and externally loaded resources, such as fonts or map services, may receive your IP address and browser information when your browser contacts them. Their own policies also apply.
Storage, protection, and retention
Account and service information is stored in the application's database and file storage. The system uses password hashing, access checks, and audit logging. No online service can guarantee complete security.
Retention depends on the type of record, account support needs, security investigations, and applicable official recordkeeping requirements. Closing an account does not automatically delete land records, finalized applications, or audit history. Contact the office for the retention requirements applicable to your records and to request deletion of information no longer needed. This policy does not promise a fixed automatic deletion period.
Your choices and requests
You can register without Google, and manual registration does not require email. Without email, account recovery requires staff assistance. You can remove the Google connection through your Google Account connections; this does not by itself delete your DAR-LTCMS account. Arrange another sign-in method with staff before removing Google access if it is your only way to sign in.
You may request access to or correction of your personal information, account closure, or deletion, and raise an objection or withdraw consent where applicable. Requests are subject to identity checks and applicable recordkeeping duties. You may also raise privacy concerns with the National Privacy Commission. See the Data Privacy Act of 2012 for applicable rights and limits.
