Terms of Service
Last updated: September 12, 2026
These terms describe the conditions for using DAR-LTCMS at darltcms.me, the Land Transfer Clearance and Monitoring System for the DAR Negros Oriental Provincial Office. Read these terms and the Privacy Policy before creating an account.
Purpose and limits of the service
DAR-LTCMS supports authorized staff in recording and reviewing clearance applications, maintaining related information, monitoring progress, and preparing results. Approved landowners can view information linked to their account. Geodetic personnel have access appropriate to their assigned duties.
Creating an account, using Google sign-in, or seeing an online status does not establish land ownership, approve a clearance, transfer property, or change an official registry. Clearance decisions remain subject to the authorized DAR process and applicable requirements.
Registration and review
Provide accurate account details and register only for yourself, unless expressly authorized through the office's procedures. Public registration creates a landowner account pending staff review. Access to protected records requires identity verification and a correct link to the official landowner record. Staff may decline a registration or request clarification when identity or record links cannot be confirmed.
You may register with Google or use a username and password. Email is optional for manual registration. Google verifies access to a Google account, not land ownership. If you do not use email, contact authorized staff for account recovery assistance.
Your responsibilities
- Keep your sign-in details private and sign out on shared devices.
- Provide accurate information and promptly report incorrect account or record links.
- Use information only for authorized purposes and respect other people's privacy.
- Do not impersonate another person, submit fraudulent information, bypass access controls, scrape protected records, upload harmful files, or disrupt the service.
- Report suspected account misuse to authorized staff promptly.
Applications and official records
Landowner registration is not an application submission. Authorized staff enter and process clearance applications. Online information supports the office workflow; contact the office to resolve discrepancies or confirm official requirements and released documents. Finalized records may be locked against editing. Any correction must follow the authorized process, not a change to your account profile.
Availability and third-party sign-in
Access may be interrupted by maintenance, connectivity issues, security measures, or third-party outages. Google sign-in is also subject to Google's terms and availability. The system does not guarantee uninterrupted access or a particular application processing time. Contact the office for assistance with time-sensitive concerns.
Account restrictions and closure
Authorized staff may restrict or deactivate accounts when access is no longer authorized, identity cannot be verified, or misuse or security risks require action. Contact the office to request a review of an account restriction or to close your account. Closure does not cancel official applications or automatically erase records that must be retained.
Privacy and applicable requirements
The Privacy Policy explains account data, Google sign-in information, access, retention, and privacy requests. These terms do not replace applicable Philippine laws, DAR procedures, or statutory rights and do not waive rights that cannot lawfully be waived.
